    New or rarely micromycetes signalize on cultivated or spontaneous plants from Moldavia

    The results of the mycological research during 2005 – 2007 made by the authors on different cultivated plants, pointed out the appearance of new micromycetes for Romania, or new host-plants for already known micromycetes or rarely described micromycetes in Moldavia. The authors studied the frequency of the pathogenicall agents on cultivated or spontaneous plants reporting the presence of some parasitic and saprophytic micromycetes. Generally these signalized micromycetes does’t represent an immediately danger for host-plants, but them can suffer some transformers so that in some conditions those can became aggressive.

    The influence of some factors on growth and development of Botryotinia fuckeliana (De Bary) whetzel fungus

    In lab experiences it was tested some nutritive media, in view of using the most favorable of them for testing the Botryotinia fuckeliana fungus needs againstt temperature, light and pH. It counts a series of aspects like: - The percent of total surface of Petri dishes by Botryotinia fuckeliana fungus; - - - The number of sclerots, the form and dimensions of those ones; The dimensions of conidiophores with conidia of the fungus; The growth and sporulation of fungus. The obtained results confirm some references existed in specialty literature, but in the same time are bringing some new contribution.

    Multi-disciplinary research in greenhouse soil management through Grid Computing

    Grid Computing technologies have the potential of dramatically changing the use of computers in solving problems. Complex Grid Computing projects are under development worldwide. An academic Grid computing project that joins forces of four universities and one research institute of Iasi, Romania, is under development. The University of Agricultural Sciences and Veterinary Medicine of Iasi, Romania participates in this project with soil science research services. Such an multi-disciplinary application is described in the paper.

    Reforma agrară din 1918-1921 şi influenţa acesteia asupra structurilor agrare şi a producţiilor agricole în judeţul Botoşani

    The rural population without land had represented in 1913, in the Botosani district, about the third part of the rural population. If, to this it is add the population that has under 1 ha area field too (11% in Dorohoi and 6% in Botosani) it results the precarios positiones of the agriculture before first world war in the those two district from the present district Botosani. After the Reform was applied, the medium surface that had returned to one owner from the houses group with surface until 5 ha area, had decresed compeared with 1913 with 24% in Botosani district, and in Dorohoi district had increased with 29%. In change, in 10-50 ha group surfaces, thase surface increases in Botosani district with 5% but in Dorohoi district decreases with 17%. If the Agrarian Reform gave a natural and rational division of the agricultural surfaces, had created a amaising number of economical precarios units, that determine the division of the land.

    Reforma agrară din anul 1864 în judeţul Botoșani şi structurile agrare create

    Until 1864, the agricultural production process was developed as a result of the forced land combination of the nobleman with work and the was posibilities of the socman peasants. Through the solutiones that could determine the satisfaction of the land needs of the peasants, was to appropiate to peasants the land from the great propriety. So, trough the Agrarian Reform from 1864 ware appropiated in Botosani district 27.884 peasants (54% to the poor peasants and 35,3% to the middle peasants) with 128.704 ha (41% to the poor peasants); depending of the number of work animals they had. The structure of the new landend proprieties created in Botosani district, after the Agrarian Reform from 1864 was very different from the medium on in Moldavia and from the all country. So, for exemple, the number of the proprieties of 10-100 ha area was of 3,2% in Moldavia and 4% of the country, from the whole number of the farms, and those who were in the Botosani district were 0,8-1%; the number of the proprieties until 3 ha are were represented 45,9% from the country, 47,3% from Moldavia and 31,1% from Botosani district (43,3% in the old district Dorohoi).

    The effects of rural SMEs investment on economic development

    Small and medium enterprises (SMEs) are generally thought to play a crucial role in driving economic growth in both developing and developed countries. They have the ability to answer in a flexible way to the competitive markets and to adapt to the structural and cyclical changes of the global economy. In the same time, the small businesses should be considered the force capable to lead to a better allocation of resources, introduction of new ideas and innovative products, new business methods, to generate more new jobs than large firms and they can push economic reform and the modernization of economies. Therefore is necessary to be done a research in order to find out what impact these enterprises have on growth and poverty or how such impact occurs. The analysis was based on a study regarding the rural SMEs, encouraging insights on the potential of these firms as a vehicle for growth and poverty reduction and some policy guidelines for the design of interventions to maximize this potential. The economic impact of investment in SMEs is significant, all the analyzed firms have achieved a significant positive economic rate of return. Also, new jobs were created and the enterprises provide substantial non-salary benefits. Many of these enterprises invest in training their workers during employment and this creates a substantial asset for employees, as it permits wage increases and a skill premium. As well, employees benefit from the stability of employment. Through investment, the rural SMEs introduce new business methods, products, and services which can lead to the restructuring of the agricultural sector. The rural SMEs help spread the benefits of economic growth by engaging low-income groups in national development. As well, they form dynamic supply-chain linkages between small-scale producers and lucrative urban, national, or export markets. In the reverse direction, they link large urban businesses with mass consumer markets. All these results suggest that it is well worthwhile for the development community and for the investors to put more effort into SME financing.

    Financing though banking credits for rural firms. Opportunities and constraints

    The non-government credit, in general and the consumer credit, in particular, expanded rapidly during the last years, confirming the general development trend of the economy. Still, the money supply and non government credit in Romania as percentage of the GDP are lower than in any other accession country and it is often argued that the supply of bank loans to SMEs is weaker than the potential demand for such services. In this study, the emphasis has been given to an assessment of the determinants of the demand for credit by firms in rural areas, as well as to the factors which constrain the supply of bank loans to these firms. Several reasons and conditions concur to give rise to the under-representation of rural credit in the overall loan portfolio of banks, such as: the banks’ presence in rural communities is weak for profit considerations; the bankers continue to believe that rural clients in general, and farmers in particular, have little financial discipline and normally do not have the capacity to repay their loans; the limited banking culture in rural communities and the lack of trust in using bank services; the tough conditions in getting a loan (the high real interest rates, the short grace period, the collateral requirement). Besides, the elaboration of a business plan and submitting a loan application file according to the banks’ demanding requirements are often beyond the possibilities of common rural entrepreneurs. All these constraints are valid for all rural businesses, but agriculture, with its assumed high risks, is by far the most disadvantaged.

    Insurance is seen, in the present as a complex industry, a regular way providing the community with a great variety of products and services. It appeared from men′s need for protection and indemnity against dangers and for finding the most proper solutions of preventing and erasing them.Despite all measures taken for their own security and for the protection of their fortune, people as any other economic and social entity have always been under the incidence of the risk The natural catastrophes that affected Romania in the last years generated unprecedented records in what concerns the loss of human lives and significant damages at an economical level. According to the 2002 census concerning buildings, there are about 8.1 million buildings made up of 2.5 rooms (in average) in Romania and 48% of these homes are located in rural areas. In the case of an earthquake, only 10% of these buildings would not encounter any problems, while 65% may be damaged by the seism and approximately 25% are sure not to have the necessary anti-seismic protection, being repeatedly damaged by several strong earthquakes that took place on Romania’s territory. In the case of an earthquake like that of 1977, the value of the eventual loss would be around 7.5 up to 17 billion U.S. dollars, i.e. 8% to 18% of the Gross Domestic Product. Such damages could not be supported by the national budget. In these circumstances, building insurance is a more than welcomed and necessary way of reducing the negative effects of natural catastrophes.

    Consideraţii privind rezervele din conversie debitoare

    In this paper the author refers to some aspects looking the conversion of the foreign societies financial statements. This operation is especially used to establish consolidated accounts by the mother-society that owns foreign branches. In accordance with IAS 21 “The effects of changes in foreign exchange rates” the method that is used is the closing rate method. In accordance with this method all assets and liabilities elements, monetary or non monetary, must be converted to the exchange rate from the closing date of the financial exercise and the expenses and the incomes to the exchange rate from the date when the transactions were made or at the medium exchange rate of the period. The capitals and the reserves of the society are converted to the historical rate which is the exchange rate that exists at the day of its entrance into the consolidation perimeter. The reserves conversion included into the capital and reserves is realized at the same exchange rate in which the results that are at the base of those reserves were converted. The incomes, the expenses and the result are converted at the medium exchange rate. Further on is presented a practical example to illustrate the conversion of financial statements (balance-sheet and profit and loss account) of a foreign branch “A” and also the way in which the debtor reserves of conversion are decomposed in. The conversion of the elements from the balance-sheet and the result account produce a difference that is accounted directly into the capital and reserves. If it is a creditor one it represents a latent gain from foreign exchange currency and if it is a debtor one signify a latent loss.

    Agregarea situaţiilor financiare individuale

    In this paper the author take into discussion some aspects regarding the individual financial statements aggregations. The consolidated financial statements must specify the account politics which are adopted in the establishment process of the sums that correspond to the balance-sheet lines. If the information that is generated by those accounts is not enough to reflect the faithful image of the financial position, the performances, the capital and reserves and the cash-flow modification of the consolidated ensemble, this information must be completed with supplementary informations. In case of exceptionally situations the application of a stipulation not corresponds to this request, derogations are allowed but only for the necessity of obtaining a faithful image. It is also necessary to mention, in a note to the consolidated financial statements, certain details looking the non application of the stipulation and also the effects of it over the financial position and the result. The consolidation operations join in a juridical, book-keeping and fiscal non uniform frame and often internationally. With a view to obtain a pertinent image of the consolidated ensemble, the accounting information sources must pass a series of operations that are called homogenizes. The homogeneous process includes more aspects, such us: temporal homogeneous, assessments homogeneous, homogeneous for the eliminations and homogeneous for aggregation. In order to show some aspects regarding the individual financial statements aggregations is presented first of all the notion of aggregation which can be integral or proportional depending the way in which the mother-society exert over another enterprise un exclusive control or an mutual control with other unities. The case in which the mother-society exert just a considerable influence over another entity not require the integral or proportional summing of the two enterprises balance-sheets, but a transcription of the mother-society balance-sheet lines.

    The German rural farms’ representatives is that “… a guest in the holidays brings more profit during the whole year than any other activity”. Starting from this statement we can underline two major aspects in the relationship between the touristic service catering and the tourist as a beneficiary of this type of services: the financial aspects versus the tourist`s satisfaction. The tourist’s satisfaction is essential in the development of the agro tourism in the Valea Iadului area, bringing also to the investors in tourism, the contentment related to financial aspects. This thing becomes possible after improving the conditions accordingly to the European requirements. The development process of the agrotourism can be supported through an adequate promoting policy on national and international level.

    Modelarea spaţiului şi semnificaţia locului în grădina japoneză versus grădina occidentală formală

    The shaping of the space, the design principles, the different compositional arrangements, the organization and matching of the natural elements with the artificial ones in Japanese garden versus Western formal garden, point out several interesting contrasting aspects between the two types of the gardens. If in the West, the interaction between the man and the environment is considered to be abstract, a relation of the type I-Object, in the East, it is conceived as a concrete, immediate relation, based on the interaction I-You. While the Western man fights with the nature, trying to dominate it, the Eastern man adapts himself to nature and adjusts to it. These two fundamentally different attitudes towards nature and environment may explain the way in which the space of the garden has been shaped and organised over time in Japan and Western countries, respectively.By tradition, the Western designers have been concerned with the elements of space enclosing –as a form of construction. The Eastern designers, on the other hand, have focused their attention on the quality of the enclosed spaces and on the intellectual and emotional influences of these spaces upon those who have perceived them. The Eastern people understood long time ago that the existence of significant spaces was influenced by the presence of the surrounding landscape, whose dimensions, shape and characteristics might determine the quality of the space. Making a comparison between the European desin system and the Oriental one, it is obvious that the mind of the Western people, by tradition, is concerned especially with the object or construction as it appears in the space, while the Eastern civilizations have considered the construction as a means of definig or making a space or a complex of significant places more distinctive. In the Western formal gardens the organization of the space was done depending strictly on the central building (the palace), with which it was organically connected, making a unique composition. On the other hand, the Japanese people have learned to design the space of their gardens – conffering it such a strong personal character –meaning to give satisfaction only through the presence of the person or the persons for which it was designed. In the Japanese art, the space has played a dominant role and has been considered a universal medium where life develops by permanent transformation, the place and time being just relative conditions.

    Elemente simbolice şi valori estetice complexe ale grădinii japoneze

    The traditional Japanese garden combines characteristics which have been developed over many centuries and which reflect the different influences prevailing during particular periods of history. The Japanese garden is a work of living art, imbued with a moral dimension, being penetrated by Zen Buddhism. Zen Buddhist monks played an important role in the development of garden design, and many of their principles have been incorporated into Japanese aesthetic values. As with all Japanese art forms and aesthetic principles, the Japanese garden is a manifestation of Japanese values, beliefs, and thoughts –in short a reflection of the Japanese spirit, characterised by modesty, moderation and sobriety. The present paper aims to demonstrate that although the Japanese garden has kept all the elements belonging to the Chinese aesthetics, it has nevertheless its own individuality, carried out by a special mystic and symbolism, based on the careful observation of the nature, on the aesthetics of the great refinement of the curved line, by the use of the symbolic geometrical forms (square, circle, rectangle), by the numeric essence of the composition, everything in the garden being organised depending on the numbers 3,5,7. The Japanese have created their gardens by restriction, by virtue of the order which is present in their inward nature: the moral order which becomes outside a spatial order. The Japanese spirit has „ritualised” the garden, providing it with a constant symbolism, ensuring the perfect order of the traditional Japanese garden, a garden almost „rational” all the time, which induces thinking, which must be seen with the mind, not just with the eyes to discover its deep spiritual meanings. Making a synthesis of the materials, presented in the vast specialised literature, concerning the art of gardens and traditional Japanese garden particularly, the following aesthetic principles present in the traditional Japanese garden may be evidenced: „meigakure”—the quality of remaining hidden from the ordinary view; minimalism; reverence for Nature; suggestion; asymmetry and movement; simplicity; naturalness; balance; unity of oppositions. The intellectual and spiritual tone of the traditional Japanese garden, the taste for abstraction and symbolism relate them to the modern Western art, this type of gardens being widely spread in the world.

    Aspecte privind evoluţia principalelor fenomene demografice în regiunea nord-vest a României

    In the year 2004, North-Vest region has a 2.738.461 total population, meaning 12.63% of Romanian population. From 1990 till 2004, under the combined influence of differentially level of natural augmentation, growth of internal migration and external migration intensity, the North-Vest region population decreased to 239.708 inhabitants. These situation due, in principal, to the decrease of population from Bihor county (-63.155 inhabitants) and Cluj county (-57.224 inhabitants). From the demographic point of view, the main factors who act on the population amount and structure are the birth-rate, the death rate and the migration. Demographic and economic effects will appear in time and will appeal changes to the different subpopulation level (school age population, fertile age population and employable population).

    The consumption of fresh and preserved fruits has a vital importance for the human healh and nourishment. Romania has favourable conditions for fruit-production, disposing of : fertil soils an adequate climate for fruit-growing, a reduced soil polution comparing to western European countries, a cheaper manpower and tradition in fruit-growing and fruit industrialization. The authors propose to elaborate a strategic marketing plan aiming the supply with fruits of Iaşi city market, in conditions of economic efficiency, in view to satisfy the consumption needs of the local population. The case of study was realized at S.C.D.P. Iaşi.

    The improvement of management in agricultural exploitations using decision support systems based on Data Mining technologies

    The management process within the agricultural exploitations is going through important changes due to the large amount of data that exist within any organization. This large amount of data can no longer be handled by human individuals and the involvement of information and communication technologies in this field is a must. A series of decision support systems are not just simple integrated computer tools, as they embed artificial intelligence techniques, thus resulting intelligent decision support systems. If for the structured, programmable decisions things are pretty distinct, as there is a preset algorithm for solving the problem that can be applied every time, the non-structured decisions, for that there is no preset algorithm for their fundamenting, the system must be able to reproduce a similar way of thinking to the human one, issue that can be achieved through artificial intelligence techniques, especially since this domain of artificial intelligence is developing very fast and is leading to spectacular outcomes.For the data to be useful, one must extract information and knowledge, and this is the phase that Data Mining technologies become very useful in finding patterns by using prediction techniques. Data Mining proves to be highly important throughout the decision-making process from an efficiency point of view as well as from a time-consuming one.Data Mining technologies, due to their characteristics, are very suitable to analyze large amount of data. Data Mining is aiming to discover patterns within data sets, while other analytical technologies, such as queries, statistical analysis systems are not able to, and OLAP tools are based upon verifications, which prove to be limited.
