    Sustainable development of the mountain area through targeted investment programmes

    The Mountain Law, No. 197 of July 20, 2018, regulates the methods of protection and sustainable and inclusive development of the mountainous area through the valorization of natural and human resources, improvement of living standards, population stabilization, preservation of cultural identity, and increase in economic power at the local and national levels, all while maintaining ecological balance and protecting the natural environment. The mountainous area of Romania is considered a special, strategic, economic, social, and environmental territory of national interest. Due to limitations in the use of agricultural land caused by altitude, climate conditions, slopes, geological substrate, high costs of works, living conditions, infrastructure, business environment, access to education, and medical services, it is considered disadvantaged. Through the Mountain Law, the approval of the Program for Encouraging Activities in the mountainous area is granted, with an allocation of 1 billion euros over a period of 10 years from its entry into force, from the state budget, through the budget of the Ministry of Agriculture and Rural Development. This Program serves as a source of support for performance in the agricultural and non-agricultural sectors. There are funding programs for investments in three areas aimed at the residents of the mountainous area: Investments for the establishment of milk collection and/or processing centers; Investments for the establishment of mountain pastures; Investments for the establishment of primary collection and processing centers for forest fruits, mushrooms, and/or medicinal and aromatic plants. Beneficiaries of the investment programs can be individual authorized persons, individual enterprises, family enterprises, producer groups, agricultural cooperatives, legal entities, and legal entities engaged in agriculture and/or the food industry. Eligible beneficiaries, regardless of the type of investment they choose, must cumulatively meet the following conditions: operate in the mountainous area, access only one type of investment once throughout the entire Program period, and not have received similar support under the National Rural Development Program (PNDR) 2014- 2020, including during the transition period.

    Sustainability analysis of rural development projects regarding agricultural holdings

    The sustainable development of the rural sector in Romania is a strategic objective of major importance for the country, and its achievement requires a systematic and coherent approach in attracting, adopting and implementing projects that contribute to achieving the targets set by 2025. This sustainable development has a significant impact not only on the quality of life of rural communities, but also on the whole national economy and the environment. Analysing the sustainability of rural development projects on farms is an essential step in assessing and planning initiatives to improve their economic performance. In the context of focus area 2A, the focus is on two main objectives: improving the economic performance of agricultural holdings, which aims to increase farm income and profitability. The analysis of projects must include an assessment of the current economic situation of agricultural holdings, including income, production costs, profit margins and resource efficiency. The aim is to identify shortcomings and opportunities to improve the economic performance of agricultural holdings; facilitating the restructuring and modernisation of agricultural holdings: this objective focuses on supporting the transformations and upgrades needed for agricultural holdings to become more competitive in the market and diversify their activities. The analysis of projects should identify the modernisation needs of farms, including infrastructure, farm equipment, technologies and production capacities, it is also important to assess the degree of adaptation to market requirements and current trends, such as requirements for organic or sustainable products.

    Promoting the development of local markets with an exclusive focus on short supply chains in Suceava county

    This research focuses on efforts to promote the development of local markets in Suceava County, with an exclusive focus on the use of short supply chains. The main purpose of the research is to examine how this approach can influence economic development and sustainability in the region. Through a detailed analysis, the paper explores how local producers and consumers in Suceava County collaborate directly, eliminating intermediaries and reducing the distance between producers and consumers. The benefits of this approach are examined, including increased income for producers, the promotion of local products, and support for the local economy. Additionally, the paper examines the challenges faced in successfully implementing short supply chains in the specific context of Suceava County, such as infrastructure, regulations, and the education of both consumers and producers. The impact on community development and sustainable growth is also analyzed, including aspects related to reducing the carbon footprint and promoting sustainable agriculture. This research highlights the importance of promoting economic development and sustainability through local markets and short supply chains in Suceava County. Through analysis and evaluation, the paper provides significant insights for the ongoing development of these markets and for supporting local producers and agricultural communities.

    Implementation of the specific activities of the systematic cadastre in Romania

    The systematic cadastre has as its general objective the free registration in the integrated cadastre and land register system of all real estates throughout the country, regardless of their destination and owner. The systematic registration of real estates is regulated by Law no. 7/1996 of the cadastre and real estate advertising, with subsequent amendments and additions, and can take place at the level of administrative-territorial units or cadastral sectors. In the period 2005- 2015, through the Stefan Voda pilot project with funding from ANCPI and through the Project on Supplementing the Financial Support granted by the EU for the Restructuring of Agriculture (CESAR), the systematic cadastre was completed in seven administrative-territorial units and 78,232 real estates were registered in the integrated system. In 2015, the National Cadastre and Land Registry Program 2015-2023 (PNCCF) was approved, with financing from ANCPI's own revenues, non-refundable external funds (European Union) and through allocations (co-financing) from the budgets of administrative-territorial units. Through the PNCCF, until August 31, 2023, with all the financial, operational and legislative measures taken to speed up the systematic registration, 6,113,378 real estates were registered. Due to the registration in the integrated cadastre and land registry computer system, both through sporadic and systematic cadastre, on April 30, 2022, of about 50% of the total number of estimated 40,000,000 real estates, the Government of Romania through Decision no. 836/29.06.2022 established the extension of the PNCCF until the completion of the systematic registration at the level of each administrative-territorial unit.

    Total quality management (TQM) implementation challenges and benefits at usv brewing microproduction workshop

    Beer is traditionally made with four primary ingredients: a starch source (commonly malted barley), yeast, hops, and water, resulting in a complex beverage containing over 3000 different constituents such as carbohydrates, proteins, ions, microbes, organic acids, and polyphenols. Beer gets much more complex during storage because chemical changes can occur that impact the flavor, fragrance, and appearance. As a result, maintaining the quality of beer throughout its lifespan is a difficult undertaking. The technique used in this work is based on a review of quality management tools and best practices in the brewing sector. This study seeks to synthesize the many ingredients and components of beer, address how ingredients affect the completed product, and describe some of the analytical methods used in Brewing Station to regulate quality and understand the development of chemicals in beer during the brewing process. Recommendations include ensuring that USV Brewing Microproduction Station staff members participate fully, as well as teaching all employees about TQM best practices implementation and involving everyone in TQM implementation.

    Antioxidant capacity of plant macerates of honey infused apple cider vinegar with application in weight lost management

    The growing prevalence of obesity and chronic diseases has heightened interest in the potential health benefits of natural antioxidants. This study aims to explore the antioxidant capacities of various recipes of honey-infused apple cider vinegar macerates containing plant extracts. Eight different recipes were formulated using apple cider vinegar, acacia honey, and a variety of plant extracts including ginger, green tea, dandelion root, and chicory root. The mixtures were allowed to macerate for 24 and 48 hours at room temperature (21°C), followed by centrifugation and antioxidant capacity analysis using a specialized ACW kit and a PHOTOCHEM device. The antioxidant capacities varied significantly among the eight recipes, ranging from 0.25±0.001 to 1.88±0.008 µg/g (Equivalent Vit C). Generally, an increase in antioxidant capacity was observed from 24 to 48 hours of maceration. Recipes with multiple plant extracts showed remarkably higher antioxidant capacities, indicating potential synergistic effects. The study reveals substantial variations in antioxidant capacities among different recipes, influenced by both the type and combination of plant extracts used, as well as maceration time.

    Study on the cost and profitability of maize production in Dorohoi-Darabani area, Botoșani county

    Plant cultivation has been considered an important industry since ancient times, providing raw materials for various industries and, not least, food for the world's population. This study presents aspects related to the analysis of profitability and production costs for one of the most important crops, corn cultivation. The research aimed to analyse the profitability of corn production in representative farms in Botoșani county, in order to highlight the current situation and establish methods and strategies for action to increase performance and market position. A series of criteria were established for the identification of farms, among which we mention: the area in which they carry out their economic activity - the Dorohoi-Darabani area, the size of farms between 1500-2500 ha and a homogeneous structure of agricultural crops. As for the methodology used in the research, it was based on the diagnostic analysis of the expenditure made at the farm level in 2019-2020. Research results have shown that the profitability and costs of an enterprise are of great significance to it, because with the help of indicators such as variable cost, fixed cost, total cost per hectare, economic profitability, financial profitability, etc. can determine the position of the enterprise in relation to the competition.

    From farm to consumer: enhancing the value of agri-food products from mountain country farms through local gastronomic points

    Romania has a unique geographical position and gastronomic tradition, while being famous in the world for its native Romanian hospitality. The natural and anthropic heritage of the Romanian village is priceless. The beauty of people and places, traditions, customs unchanged for thousands of years, specific gastronomy, make the Romanian village an irresistible tourist attraction. Local Gastronomic Points are units represented by private kitchens in rural homes, where culinary products are prepared and served, according to recipes specific to the area, directly to the final consumer, for a maximum of 15 people; the culinary products must be prepared from raw materials coming mainly from primary production of the farm itself, as well as from local producers or from authorized/registered health, veterinary and food safety establishments. Local Gastronomic Points may be located and operate on the premises of farms, agricultural holdings, rockeries, fish farms, fish shelters, fish collection centers, hunting grounds, game collection centers, where one or more activities related to primary production are carried out: milk production, egg production, honey production, rearing of poultry/rabbits, slaughtering of poultry/rabbits on the farm, hunting of small game with feathers and fur (pheasants, partridges, ducks, geese, rabbits), fishing , aquaculture, and growing of vegetables and fruit. The menu of Local Gastronomic Points is different from the menu of other dining establishments. The daily menu includes a maximum number of prepared foods, 2 starters (hot or cold snacks/meals), 2 main courses (soups, broths, stews, etc.), 2 main courses (basic dishes) and 2 desserts. These cooked foods will be prepared and offered to consumers, fresh, on the same day. The methods of preparation of the menu will be as traditional as possible, respecting hygiene conditions at the time of preparation.

    Optimal management approaches for key factors in sustainable agriculture

    The importance of sustainable agricultural development has started to be acknowledged in Romania as well, following the identification of various pollution sources and the restrictions affecting industrial and agricultural pollution, from both economic and ecological perspectives. Sustainable development signifies the necessity of raising awareness about environmental protection and educating the population, and this aspect is mirrored in the evolution of communal policies in recent years. These policies have transitioned from an approach based on constraints and sanctions to a higher level of flexibility, grounded in incentives. The purpose of this paper is to provide recommendations for enhancing the existing policy by evaluating economic incentives aimed at encouraging farmers to adopt sustainable farming systems. These systems should support a viable, sustainable agriculture capable of employing the latest technologies, leading to profitability, efficiency, and economic and organizational consolidation. In recent times, Romania has come to appreciate the critical role that sustainable agricultural practices play in safeguarding both the environment and the economy. The acknowledgment of various pollution sources, encompassing both industrial and agricultural sectors, has prompted a reevaluation of traditional practices in favor of more environmentally conscious approaches. Sustainable agriculture is essential to meet the world's growing food demand while mitigating environmental challenges. To achieve this balance, efficient management of key factors in agriculture is imperative. This paper explores optimal management approaches for several critical factors in sustainable agriculture, including soil health, water resources, biodiversity, and pest control. The integration of innovative techniques, precision agriculture, and policy support is vital for achieving sustainability goals.

    Aspects regarding determinants of consumer behavior of ecological products

    Climate change, water and air pollution, global warming, the decline of fauna and flora, eutrophication, correlated with the demands of the modern consumer, led to the formation of a new, much more complex approach regarding the sector of ecological products and its main determinants. The purpose of this paper is to identify and analyze the factors that can influence the decision to buy organic products by consumers. In addition, this study provides recommendations that can be considered by consumers when increasing and reinforcing green behavior towards green products. The objectives of the study aim to evaluate the influence of different types of variables (related to person, environment, product and reference group) on the decision to purchase organic products. One of the concepts proposed in the management of environmental problems by involving consumer participation is sustainable consumption. The recommendations are hereby derived from the relevant academic research, theories and results of this research. Both purchasing and consumption behavior can be influenced by certain information received from internal or external sources manifested in the form of stimuli. Thus, the consumer becomes aware of the emergence of a need suggested by different internal stimuli, such as: hunger or thirst, stimuli that, at a given moment, reach a high enough level to become impulses. Knowing these ratios allows the anticipation of future market reactions, reactions that are difficult to predict without a full understanding of the economic and psychological processes underlying consumer behavior.

    Landscape forms – forms of communication structured on the support of a space organization

    In the present paper, we start from considering that through space organization and landscaping, there is a permanent exchange of messages between the living world and the human element, between the world of landscapes and its perception by human beings. We are also interested in the elements that determine the landscape structure and how they can be highlighted from a diachronic point of view; therefore, we study the role of human beings in space organization. In the second part of this paper, we conduct a case study on Land Art, a phenomenon still little studied in our country, which represents the harmony between working techniques, natural materials in their pure state, and the landscape. Land Art works can be defined as large-scale sculptures inserted into nature. Their presence changes the reading of the landscape and shapes the place.

    Socio-cultural effects of rural tourism development on the host communities

    Many of the tourist destinations are affected in several aspects by the development of tourism, including the sociocultural one. The present work aims, based on a review of the literature of concern, to present the socio-cultural impacts of tourism on the rural area and to determine how the consequences are perceived by the local community. The most frequent social and cultural effects generated by tourist activities carried out in rural areas involve items related to: the interaction between tourists and residents; quality of life and local cultural activities (crafts, music, art, traditions); ethnic and cultural identity of the host community; quality of public services and general infrastructure; recreational opportunities and facilities. Towards the development of rural tourism, residents generally have a favorable attitude and are aware of the social and cultural benefits to their community. The specialized literature highlights that the impact induced by tourism in the socio-cultural environment, can be positive, as well as negative. In the most cases, residents believe that the advantages brought by tourism for the rural community outweigh its negative impact. While some studies have found that positive non-economic (socio-cultural and environmental) impacts are considered to be more important than positive economic impacts, other researchers have concluded that economic benefits of rural tourism come first in residents' perceptions. The influence of some of the socio-demographic characteristics (age, gender, level of education, dependence on tourism etc.) on the benefits perceived by the local population can differ greatly between regions or countries due to the particularities and diversity of the rural communities (customs, beliefs, local specific etc.).

    The importance of food attributes and motivational factors in the decision-making process to purchase local products in Romania

    The importance of food attributes and motivational factors in the purchasing decision represents a particularly significant aspect in the current context. This theme reflects the growing interest in locally sourced food products and their influence on consumer preferences and choices. Studying these aspects is becoming increasingly important to better understand consumer buying behaviour and to develop effective marketing and promotion strategies for local products. The purpose of this research is to explore the significance of various food attributes and motivational factors that influence the purchasing decisions of Romanian consumers regarding local food products. By examining the key factors that drive consumers to choose locally sourced products, we can gather valuable information about their preferences, attitudes, and behaviours. Through comprehensive research in these areas, we can gain a better understanding of the dynamics of the local food market in Romania. This knowledge can be invaluable for food producers, marketers, decision-makers, and consumers alike. It can contribute to supporting the growth of the local food sector, promoting sustainable and healthy eating habits, and contributing to the overall well-being of consumers and the Romanian agricultural industry. Culture, through traditions, consumption habits, values, and norms, significantly influences purchasing and food consumption behaviour. A nation's culture refers to behavioural patterns, economic and social ideas and activities of individuals and remains stable in the short and medium term while changing slowly in the long term. Cultural changes from one generation to another are almost imperceptible. Consumption habits are influenced by a nation's cultural norms, which are passed down vertically from one generation to the next. Thus, we can appreciate that consumption habits change very slowly over time. Beyond the strong traditional nature of buying and food consumption behaviour, the influence of culture in shaping this behaviour varies in intensity depending on the age and even the living environment of individuals. In the era where "globalization of food" has become a fundamental component of the overall globalization process, a new concept, "locavorism," seeks to mitigate the wave of importing food from distant lands and countries.

    The use of idiomatic expressions in foreign language teaching. Case study, expressions related to cats

    Idiomatic expressions are a fascinating subject for study, and it is impossible to learn or teach a language without talking about it. In this paper, the authors discuss certain syntactic, semantic, and pragmatic aspects of the idiomatic expressions on cats. The complex social and cultural meaning requires not only an understanding of their grammatical and syntactic structures but also a shared knowledge of the language and the culture it transmits, which creates a certain complicity and synergy between speakers. Furthermore, the correct interpretation of idiomatic expressions is often a source of difficulty for learners of a foreign language, even if they know the meaning of the lexicon (Gross G., 1996). Understanding these expressions in the age of globalization is essential for intercultural communication and comprehension. The French and German languages are full of expressions and proverbs referring to cats, the meaning and origin of which can sometimes seem obscure. We will illustrate this complexity with examples of idiomatic expressions on cats, along with their etymology.

    Fostering learners engagement as well as linguistic and social competences by adopting the project-based learning approach in ESP

    The purpose of the study was to investigate the impact of using the project-based learning approach on students’ linguistic acquisitions and on the development of lifelong competences such as personal engagement and social interaction skills. The students enrolled in English for Specific Purposes (ESP) at the Faculty of Food and Animal Sciences and the Faculty of Veterinary Medicine were assigned specific projects in line with their specializations and with the requirements of their future careers. The tasks derived from topics approached during the courses and seminars and were designed so as to engage learners either in exploratory or creative tasks, or in presenting case studies from their practical training. The impact of the project-based approach on students’ learning and development of social skills was evaluated by means of a self-assessment questionnaire. The responses revealed that working on projects has prompted students to enrich their English vocabulary with specialized terms, select relevant information and organize it in a coherent presentation, cooperate with their fellow students, improve their presentation skills, offer relevant feedback, and develop personal and social competences such as managing one’s own emotions, adapting their discourse to the situations, and adopting the right attitudes in interactions with other people.

    The eco-food promotion by sustainable and efficient tools

    The paper aims to show and explain the usefulness of tools used for the eco-food products promotion. The approach is done from two perspectives: efficiency and sustainability goals. By reconsidering the multiple dimensions of qualitative food and the ecological attitude, we build a dashboard of modern promotion techniques that consider the objectives of sustainable development and quantify the progress achieved. The approach is on three value levels: economic, social and ecological. The analysis is done for the last 5 years, with data from Romania related to the food that is produced and consumed in the eco context. All these are in accordance with the requirements of sustainable development. The research is based on thematic description, analysis and synthesis. The specific indicators of sustainable development and others are considered. These indicators are drawn regarding the efficiency of sustainable and efficient tools, the progress achieved in supporting sustainable development and the contribution of eco-food to the wellbeing improvement and economic growth or stability. Even the separated topics are very well approached in the specialty literature, the connection between them and the boldness to expose another face of promotion is mainly an original approach.

    Research on sustainability reports in the wine industry

    Sustainability reporting has emerged as a compulsory practice within the regulatory frameworks of both the European Union (EU) and the United States (US). This obligatory facet of corporate operations serves as a pivotal instrument for augmenting transparency, thereby elucidating the ethical underpinnings of a corporation, while concurrently reflecting upon its efficacy in economic, environmental, and social dimensions. Sustainability reports are meticulously structured to encompass both qualitative and quantitative datasets, adhering to industry-established standards that align with the corporate entity's intended exhibition. The comprehensive nature of sustainability performance, as approached from a financial perspective, lends invaluable insights into the pragmatic aspects of corporate conduct. Furthermore, the act of reporting, especially when viewed through the lens of Corporate Social Responsibility (CSR) and Environmental, Social, and Governance (ESG) considerations, presents an unembellished portrayal of a corporation's overall health furnishing a realistic panorama that can serve as a compass for future strategic maneuvers. In the context of this paper, the overarching objective is to undertake a comprehensive examination of reporting frameworks and evaluate the influence presented by corporations across three cardinal domains: people, planet, and profit.

    Analysis of the influence of farm machinery fleet monitoring systems on farm performance

    The progress of agriculture is strongly influenced by the shortage of labor and land resources, leading to the transformation of modern agriculture into a highly mechanized and automated form. It has been observed that in recent years the use of intelligent agricultural machinery and agricultural robots has increased significantly in agricultural work. The research carried out aims to highlight the impact of farm equipment fleet monitoring systems on operational management on a farm. By analyzing the various monitoring systems available and evaluating them in terms of efficiency, productivity, and profitability, we can derive an appropriate strategy for the farm. Observation and analysis were the research methods applied to assess the impact of using monitoring systems. Thus, a series of data were monitored and interpreted concerning: agricultural work carried out by a machine, working time, area worked, fuel consumption, how the machine was operated by the mechaniser, etc. The results of the work showed that the implementation of a monitoring system can bring important benefits in cost and resource management, making this investment an efficient and sustainable solution for farmers.

    Aspects on economics and politics relationship

    The relationship between politics and economic knowledge is highly debated. One general view states that economics should be lacking of politics because of its corrupting effects, while another view conversely argue that politics can be distorted by the impact of economic knowledge. Both views indicate that the solution is to eliminate the influence of one over the other. The relationship between economics and politics can be discussed in two distinct but also intertwined ways, demonstrating a classical and modern relationship. The first arises from the emergence of economic science itself. Because of the natural relationship between economics and politics, economics has been called "political economy." The second relationship between economics and politics is highly novel compared to the first and analyzes politics using an economic method. However, both of the approaches mentioned above are in the context of the famous phrase "political economy". Seen interdisciplinary, the potential relations between economics and politics are emphesized.

    Evidence and challenges in the context of auditing state implementation of the SDG

    The adoption in 2015 by the UN member states of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) outlined a new paradigm at the national and international level, configuring the directions of action in order to achieve the ideals of peace and prosperity, of eliminating social inequalities against the background of ensuring increased resilience to climate change, strengthening the role of states as legal guarantors of well-being, viewed from a holistic socio-economic perspective. However, although the objectives are valid for all states, the specific way in which national support is ensured for their achievement is not congruent, there are heterogeneous approaches in this sense, depending on the level of development, political vision, particular national interests, financing. Also, the implementation of the SDGs requires a comprehensive approach, the establishment of a national strategy in this regard, the involvement of various state institutions at different hierarchical levels, a set of judicious regulations, the involvement of civil society in the awareness of the need to achieve these objectives and the establishment of some indicators depending on time horizons, for the specific sizing of the progress made and the adoption of some strategic alternatives. In this context, the Supreme Audit Institutions, thanks to their independence, objectivity and professionalism, are called to bring their contribution in the sphere of measuring the degree of implementation of these objectives, of providing concrete recommendations and actions, but also of ensuring the transparency of Governments' actions, of giving assurances that the mandate offered by citizens to the political level is consistent with their expectations, seen through the lens of the SDGs that form the crucible of ensuring general well-being. Thus, our study aims to analyze how the Supreme Audit Institutions brought their contribution in the sphere of ensuring by the states the premises of SDGs implementation, simultaneously with the foreshadowing of future trends and the new sui generis challenges that they will face in carrying out specific activities aimed at the external audit of the performance of national policies and programs subsumed in achieving the principles governing the UN 2030 Agenda.
