The legal framework for the taxation of buildings consists of: Tax Code, Rules methodology of law enforcement 227/2015 regarding the Fiscal Code and Evaluation Guide 500 GEV - Assessment methodology for buildings No.3/2015. The evaluation takes into account two criteria, namely the owner - the taxpayer and the use of the building (residential, non-residential and mixed). The taxable value is the estimated value type tax purposes non-residential buildings owned by individuals or legal entities and residential buildings owned by legal entities. The taxable value is not market value or fair value as defined types of value assessment standards in force, ie the Romanian legislation on accounting regulations consistent with European directives or other specific accounting regulations and International Standards on Auditing. Assessment in order to determine the taxable value of the building can be performed only by an authorized specialized property valuation (EPI) or a corporate member, in which case the report must be prepared by one or more assessors EPI. It was harvested the plants at the end of May. StatSoft – STATISTICA, Version 10, performed PC&CA. DPPH values of perennial feed were included as supplementary variable in the PC&CA complex matrix. Active variables of the matrix were: soil humus, organic fertilization data with fermented sheep manure, mineral fertilization data based on nitrogen, the gravimetric distribution in grassland covering of Trifolium sp. (Tsp.%), Calamagrostis epigejos (Ce%), Festuca rupicola (Fr%), Inula britannica (Ib%), Filipendula vulgaris (Fv%). It was selected seven cases (with five replications): three fertilized organic, three mineral and one unfertilized. The correlation coefficient between Filipendula vulgaris (%) and DPPH scavenge capacity of perennial feed was 0.55. Calamagrostis epigejos (%) was influenced positively by the mineral nitrogen fertilization, correlation coefficient being 0.91, but this perennial plant did not increase the DPPH scavenge capacity of grassland feed (correlation coefficient was -0.47). Fermented sheep manure influenced positively the Trifolium sp. (%) in permanent grassland covering, correlation coefficient being 0.88, but it did not improve significantly the DPPH scavenge capacity of grassland feed in this period of the year (correlation coefficient was 0.01). An area of 25 m2 for each experimental trial was organised, with five replications, in complete randomized blocks design. StatSoft – STATISTICA, version 10, performed the chemometric matrix. Ten cases were included, nine of them with different fertilization management and one unfertilized. It was applied fermented sheep manure and/or mineral fertilizers based on NPK since 2003. The active variables of PC&CA were: the fertilization data, soil pH and the gravimetric percent of the spontaneous plants Calamagrostis epigejos (Ce%), Festuca rupicola (Fr%), Trifolium repens (Tr%), Inula britannica (Ib%), Filipendula vulgaris (Fv%) and Rosa canina (Rc%). The supplementary variable was the perennial feed FRAP antioxidant capacity. The coefficient for soil pH and Trifolium repens (%) correlation was 0.8, while in Calamagrostis epigejos (%) and Festuca rupicola (%) cases the coefficients were negatively: -0.6, respectively -0.8. Positive coefficients were obtained in summer for the correlations between grassland perennial feed FRAP antioxidant activity and Inula britannica (%), respectively Rosa canina (%). Acuastoc consists of 20% hydrogel (Aquasorb) and 80% zeolite. Aquasorb is a copolymer of aclimamide and potassium acrylate, which plays a role in water retention during wet periods, as well as in water release during drought periods. Zeolite (also known as "boiling rock" or "wonder rock") was discovered by the Swedish mineralogist Baron Axel Fredrik Cronstedt in 1756, by heating mineral stilbite with a blowing flame. This has a high cationic exchange and water retention capacity. The use of Acuastoc in the agricultural sector, in the context of global climate change, can be an optimal solution to reduce the negative effects caused by the uneven distribution of rainfall over the entire vegetation period. The study was carried out in vegetation vessels, and the work variants were as follows: Variant V1 (control) without treatment, V2, treated with 100 kg ha-1 of Acuastoc, V3 without treatment, but subject to periods of water stress, and V4 treated with 100 kg ha-1 Acuastoc and subject to periods of water stress. Water stress was induced to plants after sunrise, from the 4-6 leaf stage, by reducing the number of waterings by half compared to Variants V1 and V2. The soil in the vegetation vessels was characterized by a pH of 6.29, a humus content of 2.9%, a total N of 0.11%, a P AL of 29.5 mg kg-1 , and a K AL of 183 mg kg-1 . Therefore, at the beginning of the transition period, when the creation and reformation of the public expenditure, taxes, and tax systems was sought in order to ensure their compatibility with the market economy mechanisms along with the changes in the structures of the financial institutions and the national public budget, the functions of the fiscal policy were reasonably focused on the priority role of ensuring the main governmental functions. Over the next few years, after the overall restructuring of the fiscal system, its mechanisms had different effects from what it was expected, in the conditions of a management that proved not to be performing well. Hemp has over 25,000 uses, ranging from food, paints and fuels to clothing and building materials. Hemp is currently considered to be a plant of increasing importance for Europe, being used for fiber and oil extraction and as medicinal plant. Hemp fibers are the most resistant plant fibers and as such, in the past, they were the most prized raw material of the textile industry worldwide.In this paper we present the results regarding the evolution of monoecious hemp crop on the production of stems and fiber, under the pedoclimatic conditions of the Center of Moldova, between 2012 – 2015. The biological material used was represented by three varieties created at A.R.D.S. Secuieni, respectively, Denise, Diana and Dacia and were sown at a distance of 12.5 cm, 25 cm respectively 50 cm between rows. The obtained results revealed that the studied factors influenced to a great extent the production of stems, which varied widely, ranging from 8113 kg / ha to the Denise variety at a distance of 12.5 cm in 2015 (agricultural year characterized as very dry from pluviometric point of view), and the highest yields were obtained at the Denise variety of 15683 kg / ha, at a distance of 25 cm in 2013 (agricultural year characterized as normal from rainfall point of view). On average, for the four years studied, the highest obtained production of fiber was achieved by Dacia variety, at 12.5 cm, of 3388 kg / ha, and the lowest yield of 2546 kg / ha was achieved by Denise variety at a distance of 50 cm between rowslistelement.badge.dso-type Item , listelement.badge.access-status Open Access , Identification drought extent based on NVSWI using landsat data: A case study of Iaşi county(“Ion Ionescu de la Brad” University of Agricultural Sciences and Veterinary Medicine, Iaşi, 2017) Macarof, Paul; Stătescu, FlorianClimate change is one of the most significant issues facing the world because it is predicted to alter climate patterns and increase the frequency of extreme weather events, such as drought. Drought is one of the most widespread and least understood natural phenomena. Drought can be monitored using the climatic variables like rainfall and temperature. The droughts are the phenomena which affect large areas and remote sensing data covering large territory can be used to assess the droughts impact and their extent. In this study was used remote sensing images from the Landsat 8 Operational Land Imager (OLI), taken in august and November 2016 and april 2017. To evaluate drought in this paper, for Iasi county, Normalized Vegetation Supply Water Index (NVSWI), was used. This index is based on Normalized Difference Vegetation Index (NDVI) and on Land surface temperature (LST). This research has shown that NVSWI has more notable results in assessing droughts during seasons with a high degree of vegetation coverage, this is why the results for February were not taken into account because the results were not considered to be satisfying. Larger areas affected by moderate drought were reported for November, and for August and April prevailed areas of slight drought. It can be concluded that NVSWI is not recommended for the assessment of drought-affected areas during winter, because in obtaining the values of this index an important role is given by NDVI. In the same situation, Normalized Difference Drought Index (NDDI) is also found. Taking into account the results of this study and the characteristics of the study area, it is recommended that the Soil Moisture Deficit Index (SMDI) and the Standardized Precipitation Evapo-transpiration Index (SPEI) be used in the future for the analysis of drought-affected areas.listelement.badge.dso-type Item , listelement.badge.access-status Open Access , Properties of eroded chernozems and vegetation as a factor of protecting soils from erosion(“Ion Ionescu de la Brad” University of Agricultural Sciences and Veterinary Medicine, Iaşi, 2017) Cojocaru, Olesea; Munteanu, RitaErosion of soils leads to a decrease in the thickness of the humus horizon, to a decrease in the water permeability and moisture capacity of soils, the content of waterproof aggregates, humus, mobile phosphorus and exchangeable potassium. An example of the negative effect of erosion on soil properties is presented in Table. 1.1. At the same time, soil density, surface water run-off and soil washing are increasing. All this leads to a shortage of crops harvested and a decrease in the efficiency of agricultural production. Figures give a clear idea of the effect of soil erosion on yield reduction in the main crops in conditions of chernozems. These data, based on the synthesis and analysis of numerous experimental data strongly suggest that soil erosion causes the national economy of a huge economic and environmental damage and undermines the very foundation of effective agricultural production. Protection of soils and their protection from erosion - a problem of national importance, which must be under the effective control of the appropriate government agencies. The nature of the influence of vegetation on the properties of the soil gives a visual representation of the depth of penetration of the roots. The loosening effect of the root system of plants on the soil is well known. Consideration of the influence of vegetation on the sink of melt water and the washing away of soil from the slopes is of scientific and practical interest. In the most general form, the nature of this influence is well known. Most important beneficial effects for plants are: phosphorus availability, increased resistance to abiotic and biotic stress. Studies regarding the effects of mycorrhization on ornamental plants in our local pedoclimatic conditions are almost inexistent. The aim of this study was the evaluation of mycorrhizal inoculum effect over some vegetative characteristics for six Iris germanica cultivars. The experimental field was settled in Botanical Garden of UASVM Cluj-Napoca. For each cultivar were established two treatments: non-inoculated and inoculated with mycorrhizae. Results indicate that regarding the percentage of buds that entered vegetation in spring was higher for inoculated plants compared to non-inoculated plants. Inoculated cultivars ‘Sultan’s Palace’ and ‘Pinafore Pink’ had a higher number of shoots grown in spring than number of buds present in autumn. For most of the studied cultivars the mycorrhizae products exercised beneficial effects regarding the entering in vegetation of buds, or stimulating formation of new buds. The main source of water for irrigation systems in Romania is the Danube River, followed by smaller rivers and water reservoirs. According to the data presented in this study, in Romania for all five studied years the effectively used groundwater volume for irrigation was smaller than the required volume. Also there is an annual tendency of growing of the effectively used groundwater volume. For the year of 2015 a volume of 6148.07 cubic meters of groundwater were used for irrigation of an area of 10089 hectares. From the data reported in this study it can be observed that a village from Tulcea county has an irrigated area of 2023 hectares with groundwater, representing about 65 % from the total arable area. The largest area where irrigation with groundwater was applied was recorded within the villages of Galati county, over half of the total irrigated area of 10089 hectares. In order to evaluate the active soil moisture range, soil water deficit, and water requirements for plant consumption, the method used values of hydrophysical indices (field capacity, wilting point, and active soil moisture range), potential evapotranspiration according to Thornthwaite equation and climatic data for the time period 1961-2014. The evaluations of the different indicators were done at agricultural parcel level fitted within the viable irrigation systems. Irrigated agricultural parcels (NUTS5) are located mostly in the viable irrigation systems from Romanian Plain, south of Moldavia and Dobrogea. The obtained results showed a high variation of the active soil moisture range values. Low values are recorded especially in viable irrigation systems from south part of the country. High and very high values are recorded in eastern and south-eastern part of the country. There is a high water deficit in the most areas of the viable irrigation systems which require irrigation application. High values of water requirement were recorded in south and south-east. Whey protein isolate was purchased from Redis CO SRL (Bucharest, Romania). Kiwi, mango, melon, orange, and sugar were procured from local supermarkets. All the prepared formulations were subjected to a consumer test in order to identify the most preferred one. Formulation with 11% whey protein isolate, 65% water, 11% sugar, and 13% mango (FPma) was selected as preferred by panelists; the addition of mango, significantly (p < 0.05) changed the appearance of freezer pops and thus this formulation showed the highest score for overall acceptability (7.3 points). The chosen formulation was further subjected physicochemical analysis to determine its composition and energy value. This assortment contains 10.2 g protein, 0.1 g fat, and 11.4 g carbohydrates per 100 g product that gives an energy value of approximately 87 kcal (364 kJ). The weaning time is correlated with an increase of local inflammatory response. The supplementation of the weaning diet with ingredients rich in bioactive compounds with antimicrobial properties was lately investigated. This is the case of the polyphenols, which have been studied in depth for their beneficial effect on health and for their antioxidant action, but to a lesser extent, for their antimicrobial action. Grape by-products (grape seeds, grape pomace) could be alternative and cheaper sources with anti-microbial potential which could be used in the weaning diet. In the present study we analysed the effects of 5% grape seed cakes (GS) inclusion in the diet on the blood biochemical parameters and on pro- and anti-inflammatory markers in spleen and lymph nodes. A total of 12 weaned pigs were fed with a control or 5% grape seed cakes (GS) diets for 30 days. Pigs were sacrificed after 30 days, blood and organs were collected and stored at –80°C until analyses. Our results showed that diet included 5% GS did not influence the health status determined by plasma biochemical parameters. Only a tendency for a slight increase of the biochemical parameters associated with energetic profile (glucose, cholesterol, triglycerides) was observed Also, GS diet had no effect on pro- and anti-inflammatory cytokines content in spleen and lymph nodes tissue. The kinetics of chemical reactions of oil oxidation was studied. The accumulation of the primary and secondary compounds of oxidation process depending on the storage life was analyzed. The oil quality is subjected to permanent changes predominantly in the direction of nutritional quality losses. It has been established that the chemical and biochemical reactions of the oxidation of polyunsaturated fatty acids in the triglyceride structure are irreversible and consecutive. At the same time, it has been determined that during oil storage the reaction of primary compounds (hydroperoxides) formation by oxidation is of zero order, but the reaction rate is variable. At the initial stage of storage (20-21 days) the increasing of reaction rate constant (K, days-1 ) of hydroperoxides formation from K3=0.042days-1 at t=3°C to K60=1.82days-1 at t=60°C has been detected. The activation energy of the reactions was equal to 52.1kj/mol. Besides drug therapy and alternative remedies (yoga, phytotherapy, acupuncture etc.), another method is a change of lifestyle, including diet. The aim of this study is to assess the applicability of sericin in food research and development for special nutritional requirements, including the prevention and treatment of constipation. The study was carried out comparatively with standard food and bovine lactoferrin, in Wistar rats that were administered morphine in order to induce constipation. Of the two glycoproteins analyzed, sericin was the most efficient in improving constipation. Feces with highest deformation, pH, refractometric soluble dry matter were obtained in the group on sericin-supplemented food. The development of the agricultural sector is of major importance for the Republic of Moldova. The rural population is 58%, whose income comes from agriculture or from other agricultural activities. That’s why, the state should support the rural population, whose income is directly dependent on the agricultural sector. The main objectives of the rural development department are: creating viable rural areas, stimulating economic growth, increasing competition in the agriculture, food and forestry sectors, ensuring a sufficient level of self-sufficiency, rational use of natural resources and tackling climate change, setting favorable conditions for improving the quality of life in rural areas. Today the wine and viticulture sector in the Republic of Moldova depends on exports. Wine is one of the country's main export products. Over 90 percent of the produced wine production is exported. The wine industry has traditionally been the most powerful sector of the national economy of Moldova. Changes regarding crop area, production on main crops and average yields, livestock by category, farm tractor and agricultural main agricultural machinery or the value of total agricultural output expressed graphically or tabularly reveal the neuralgic points (which require attention from the responsible factors) or the strengths indicating areas with development potential and favorable to investment. The management of the economic entities in the agricultural sector aims to make the specific activity more efficient and a significant precursor stage in this process is represented by the analysis of the specific indicators of the field in which the enterprise activates in order to find the best way to respond to the dynamics of the characteristic influence factors. The paper investigates the main quantitative and qualitative indicators of the agricultural sector in Iași County over the course of seven years, highlighting the current situation and the fluctuations registered with the impact on the entire economy of the analyzed area.
